To run Webmin Historic System Statistics you will first need to install perl rrd tools (rrdtool) and utilities

install rpmforge
add DagWieers RpmForge repo to your yum repos

install rrdutils
CentOS / Oracle Ent / Red Hat RHEL 3 rrd installation instructions

# yum install rrdutils


install webminstats into webmin
run webmin and click on add third party module and point to 
http://sourceforge.net/projects/webminstats/files/Sysstats/LATEST/sysstats-LATEST.tgz/download


configure webminstats
WebMin > System > Historic System Statistics (assuming your webmin port is 10000)
https://mysite.com:10000/sysstats/


use webminstats
WebMin > System > Historic System Statistics
https://mysite.com:10000/sysstats/
